Job Description – Project Manager (Road, Railway, Dam)

Afghan German Bakhtar Company (AGB) is seeking to hire three experienced Project Managers to lead major infrastructure projects in Road Construction, Railway Development, and Dam Engineering.
These positions require individuals with strong technical expertise, leadership skills, and a proven track record in managing large-scale infrastructure projects from planning to completion.

General Role – Project Manager

The Project Manager oversees the full lifecycle of complex infrastructure projects, ensuring that all activities are completed on time, within budget, and according to technical, safety, and environmental standards.

 Road Project Manager

Responsible for managing the planning, design, execution, and delivery of road construction and rehabilitation projects.
Must be proficient in highway design standards, resource management, and cross-functional coordination.

Key Qualifications:

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field (Master’s/PhD preferred).

  • Strong knowledge of road construction standards and design practices.

  • Ability to manage teams, contractors, and government stakeholders effectively.

Railway Project Manager

Leads railway infrastructure design, construction, and commissioning projects while ensuring compliance with national and international standards.

Key Qualifications:

  • Bachelor’s degree in Civil or Railway Engineering (Master’s/PhD preferred).

  • Experience in rail systems, track design, signaling, and project coordination.

  • Skilled in managing multidisciplinary teams and liaising with regulatory authorities.

Dam Project Manager

Oversees the design, construction, and commissioning of dam and water infrastructure projects, ensuring safety, quality, and environmental compliance.

Key Qualifications:

  • Bachelor’s degree in Civil, Hydraulic, or Geotechnical Engineering (Master’s/PhD preferred).

  • Deep understanding of structural, hydraulic, and geotechnical design principles.

  • Proven ability to manage large-scale dam and hydropower projects.

General Key Responsibilities

  1. Project Planning & Scheduling

    • Develop detailed project plans, timelines, and resource schedules.

    • Ensure efficient project execution and timely completion.

  2. Budget & Cost Control

    • Prepare and manage project budgets and financial reports.

    • Monitor expenditures and prevent cost overruns.

  3. Team Coordination & Leadership

    • Lead and mentor multidisciplinary project teams.

    • Foster collaboration and maintain high performance standards.

  4. Quality Assurance & Compliance

    • Ensure all works meet engineering, environmental, and safety standards.

    • Enforce quality control measures at all project stages.

  5. Risk & Safety Management

    • Identify and mitigate potential risks and hazards.

    • Implement comprehensive Health, Safety, and Environment (HSE) policies.

  6. Procurement & Material Management

    • Supervise procurement of equipment, materials, and services.

    • Ensure quality assurance and timely delivery.

  7. Regulatory Compliance & Permits

    • Secure necessary project permits and ensure legal compliance.

    • Coordinate with government agencies and regulatory bodies.

  8. Communication & Reporting

    • Maintain clear communication with clients and stakeholders.

    • Prepare regular progress and performance reports.

  9. Problem-Solving & Decision-Making

    • Resolve technical and operational challenges efficiently.

    • Maintain project continuity and stakeholder confidence.

  10. Project Delivery & Handover

    • Oversee final inspections, ensure deliverables meet specifications.

    • Manage successful handover of completed projects to the client.

Job Requirements

Academic Qualifications:

Degree in one of the following disciplines:

  • Civil Engineering
  • Construction or Structural Engineering
  • Geotechnical Engineering
  • Project or Engineering Management
  • Environmental or Hydraulic Engineering
  • Transportation or Infrastructure Engineering

Professional Experience:

  • Minimum 8–10 years of experience in project management, road construction, or civil engineering.
  • Proven record of successfully delivering large-scale infrastructure projects.
  • Strong leadership, analytical, and communication skills.
  • Language Skills:
  • Fluency in English, Pashto, and Dari (spoken and written).
