The Chinese Government Scholarship “High Level Postgraduate Program” supports outstanding young students from around the world to pursue postgraduate degrees (Master’s and PhD) in China. This program follows the principle of “individual application, university recommendation, expert review, and merit-based admission” to select international students with excellent academic backgrounds, professional abilities, and strong future development potential. Southwestern University of Finance and Economics (SWUFE) adheres to the fundamental educational objectives of establishing students’ moral integrity and fostering talents who know China and have deep feelings about China.

Eligibility Criteria

  1. Applicants must be non-Chinese citizens with a valid passport in accordance with the Nationality Law of The People’s Republic of China, and meet the requirements set by Document No. 12 (2020) of the Ministry of Education of The PRC and other relevant regulations. They must be in good health and have good grades.
  2. Applicants must abide by the laws and regulations of China as well as the regulations of SWUFE.
  3. Education Background:
    • – For Master’s degree programs: Hold a bachelor’s degree.
    • – For PhD programs: Hold a master’s degree.
    • – Applicants graduating in 2026 must obtain a nationally recognized corresponding diploma before enrollment; otherwise, the admission qualification will be invalid.
  4. Age Limit:
    • – Master’s applicants: Under the age of 35.
    • – PhD applicants: Under the age of 40.
  5. Language Proficiency Requirements:
    1. – Chinese-taught programs:
      • – Pass HSK Level 4 or above.
      • – Holders of valid HSK Level 5 (scored over 180 points) can enter degree study directly.
      • – Holders of valid HSK Level 4 (scored over 180 points) can apply with one-year Chinese language preparatory study and must pass HSK Level 5 (over 180 points) before the end of preparatory study.
      • – Applicants who obtained a degree from a Chinese university using Chinese as the medium of instruction are exempt from HSK if they provide an official certificate/letter from the university.
    2. English-taught programs:
      • – Native English speakers or those with proof of studying in a 2-year or above English-medium degree program are exempt.
      • – Non-native speakers must provide an official English proficiency certificate (e.g., IELTS 6.5 or TOEFL 85 and above).
  6. Applicants must apply for the scholarship at SWUFE directly and independently.

Required Documents

  1. ID photo taken within 6 months.
  2. Notarized highest educational degree or diploma certificate. If not yet obtained, provide an official letter from the current university stating the degree will be obtained before August 25, 2026.
  3. Academic transcripts from undergraduate program onwards, issued and sealed by the university’s academic affairs office.
  4. Two recommendation letters from professors or associate professors with handwriting signatures, describing the applicant’s objectives, abilities, future growth, and any relevant exchanges.
  5. Study plan (more than 1,000 words) including personal statement, research results, objectives, specific plans, and post-graduation plans.
  6. Valid language certificate.
  7. First page of personal passport (valid until at least March 2027).
  8. Physical Examination Record for Foreigner (covering all items, valid for 6 months).
  9. Non-Criminal Record certificate (issued within 6 months) or signed Commitment Letter if unavailable.
  10. For fresh graduates in China: Photocopy of residence permit and proof of school performance.
  11. Other certificates, awards, abstracts of published papers, etc. (if any).

  • – All documents must be in Chinese or English; otherwise, provide notarized translations.
  • – Documents must be clear, complete, authentic, and valid.
  • – SWUFE may require additional documents if necessary.

Application Procedure

  1. Apply online in the CSC System: Register select “Type B” in “Program Category,” and use SWUFE’s agency number 10651.
  2. Apply online in the SWUFE Application System:
    • Submit with all required documents and the CSC Application Form.
    • Pay the application fee of 600 RMB (non-refundable) following instructions…
    • Applications without payment will not be processed.

Additional Information:

  1. – Applicants are encouraged to submit early.
  2. – Selection Process:  SWUFE conducts preliminary review, online tests, and interviews. Pre-admission letters are sent to nominated candidates, who then confirm in the CSC system. CSC reviews and decides final results. Admission Letter and Visa Form (JW201) are sent by SWUFE.
  3. – Registration: Must register on time; late registration requires prior approval.
  4. – Scholarship Rules: No duplicate scholarships; annual reassessment required; violations lead to cancellation.
  5. – Authenticity: Applicants must ensure documents are valid; falsification results in disqualification. – If inconsistencies arise with national documents, the latter prevail.
