Johanniter International Assistance is now accepting applications for the Program MEAL Officer (JUH-0020) position based in Kabul, Afghanistan. This full-time role offers an excellent opportunity for professionals with experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) to join one of the most respected international humanitarian organizations operating in Afghanistan.
The MEAL Officer will support the design, implementation, monitoring, and evaluation of Johanniter’s programs across Afghanistan. The officer will play a key role in ensuring program quality, accountability, and evidence-based decision-making. This position also involves capacity building of project staff, data analysis, reporting, and collaboration with field teams to enhance organizational learning and program effectiveness.
Johanniter International Assistance has worked in Afghanistan since 2002, providing emergency aid, health services, disaster preparedness, and support to vulnerable communities. This role directly contributes to strengthening these humanitarian operations.

Job Responsibilities
Overall Purpose
The MEAL Officer will ensure effective MEAL systems for Johanniter Afghanistan programs. This includes developing frameworks, monitoring progress, evaluating impact, ensuring accountability, and supporting organizational learning.
Key Duties & Responsibilities
- Design and implement MEAL systems for all programs in the Afghanistan office.
- Develop MEAL and indicator plans, data collection tools, and methodologies.
- Assist program teams in project design, planning, monitoring, evaluation, and reporting.
- Support concept note and proposal development from the MEAL perspective.
- Conduct regular field visits to monitor project activities and identify issues.
Data Collection Tools Development & Use
- Develop high-quality tools for quantitative and qualitative data collection (baseline/endline surveys, FGDs, KIIs, checklists, etc.).
- Design qualitative research strategies using innovative methods.
- Lead and support field-level data collection and monitoring.
Data Management, Analysis & Use
- Ensure proper data management, cleaning, storage, and analysis.
- Work with program teams to ensure MEAL findings inform program decisions.
- Conduct data quality checks and validations for HMIS health data.
- Cross-verify HMIS data with source documents at community or facility levels.
- Ensure alignment of HMIS data with project indicators and donor requirements.
Reporting
- Prepare MEAL sections for donor and internal reports.
- Submit timely field monitoring and evaluation reports.
- Conduct implementation reviews, identify risks, and recommend corrective actions.
Evaluation and Learning
- Support baseline, mid-term, endline evaluations, and assessments.
- Capture lessons learned, best practices, and success stories.
- Facilitate learning sessions with program teams for adaptive program management.
Accountability & Feedback Mechanisms
- Support and ensure a functional complaints/feedback mechanism in coordination with the safeguarding team.
- Promote community participation and integrate feedback into program improvements.
- Ensure transparency of program objectives, achievements, and areas of improvement.

Eligibility Criteria
Essential Requirements
- Bachelor’s degree in Social Sciences, Statistics, Development Studies, Economics, International Relations, or related fields.
- 2–3 years of professional experience in MEAL or project management.
- Proven experience in MEAL frameworks and tools.
- Strong skills in quantitative and qualitative data collection and analysis.
- Proficiency in SPSS, STATA, Excel, or other analysis software.
- Experience with database management and data visualization.
- Strong communication and report-writing skills.
- Ability to work independently or in teams.
- Excellent organizational and time-management abilities.
Desirable

Master’s degree in a relevant field.

Experience with international NGOs, UN agencies, or government programs.

Familiarity with KoboToolbox, ODK, or mobile data collection platforms.
