Want to study public policy in Europe with a fully funded scholarship? The Erasmus Mundus Master’s Programme in Public Policy (Mundus MAPP) is a joint two-year MA degree delivered by four leading institutions: Central European University Private University (CEU PU) in Austria, the International Institute of Social Studies of Erasmus University Rotterdam (ISS) in the Netherlands, Institut Barcelona d’Estudis Internacionals (IBEI) in Spain, and the University of York in the United Kingdom. The program is open to both European and non-European (third-country) nationals. Outstanding applicants can receive an EMJM (Erasmus Mundus Joint Master’s) scholarship, which covers full tuition plus a monthly living allowance, making this a genuinely FULLY FUNDED master’s opportunity. Applications for the 2027–2029 cohort open in September 2026.

Eligible Degree Programs
Mundus MAPP offers one joint MA degree in public policy, delivered through four mobility tracks. Each track pairs two of the consortium universities:
Master’s Degrees
- CEU PU–IBEI track Global Public Policy
- CEU PU—University of York track European Public Policy
- ISS–IBEI track Political Economy and Development
- ISS–University of York track Governance and Development
Applicants choose one track when applying. All four cover public policy studies; there is no option to apply to a different field.
Mundus MAPP Benefits
- Full tuition fee waiver for EMJM scholarship holders (standard tuition is €13,000 per year, €26,000 for the full two-year program)
- Monthly EMJM scholarship contribution of €1,400, paid for the full 24-month duration (maximum total of €33,600)
- Health insurance meeting EACEA minimum requirements, covering the duration of studies plus two weeks before and two months after
- One institutional scholarship per track offering a 50% tuition fee waiver as a separate, less competitive award
- No CEU application fee for Mundus MAPP applicants (unless also applying to another CEU program)
- Joint Mundus MAPP Diploma Supplement plus degree certificates and transcripts from the institutions in the student’s chosen track
Eligibility Criteria
- Open to both EU/EEA and non-EU/EEA (third-country) nationals
- Completed bachelor’s degree of at least three years of full-time study, comprising at least 180 ECTS credits (or equivalent)
- Minimum grade of class 2.1/Upper Second, a minimum GPA of 3.17 on a 4.0 scale (or equivalent); applicants must convert their GPA using a recognized tool such as Scholaro or WES iGPA
- Preference given to applicants with a background in social sciences or equivalent
- Applicants with a bachelor’s degree in natural sciences or engineering are not eligible
- Applicants who already hold a master’s degree must also meet the 2.1/3.17 GPA threshold in that degree; priority is given to applicants who have not yet studied at the master’s level
- For CEU-IBEI and ISS-IBEI tracks: the undergraduate degree must grant access to master’s-level study in the country where it was issued (per Spanish Ministry of Education rules)
- Physical mobility is compulsory: two study periods in two different countries, each at least 30 ECTS, both different from the applicant’s country of residence at the time of application
- Strong motivation for European and international public policy, demonstrated through a statement of purpose
Language Requirements
- TOEFL iBT: 95 or above (taken within two years of the application deadline)
- IELTS Academic: 7.0 or above (taken within two years of the application deadline)
- Pearson PTE Academic: 76 or above (taken within two years of the application deadline)
- Duolingo English Test: 130 or above (taken within two years of the application deadline)
- Cambridge C2 Proficiency: C2 or above (taken within five years of the application deadline)
- Cambridge C1 Advanced: C1 or above (taken within five years of the application deadline)
Language of instruction: English. Citizens of certain English-speaking countries, or applicants who completed a bachelor’s/master’s degree taught exclusively in English in specified countries, may request a waiver from the test requirement.
How to Apply?
- Applications are centrally administered by CEU PU. It is not possible to apply through the other three consortium universities.
- Candidates choose one of the four mobility tracks and complete that track’s online application form, including a statement of purpose (max 500 words), academic transcripts, diploma, two letters of recommendation, and language test scores (unless waived).
- There is no separate scholarship application. Applicants indicate interest in the EMJM scholarship within the same online form.
- No CEU application fee applies to Mundus MAPP applicants.
