Want to study urban planning and city management in Germany without paying tuition? The Urban Management, M.Sc. program at Technische Universität Berlin (TU Berlin) trains professionals to manage the growth, infrastructure, and governance challenges of cities worldwide. The program blends organizational, administrative, legal, and fiscal knowledge across urban planning, housing, environmental management, and transport. Students from any country can enroll, but applicants from developing and newly industrialized countries can apply for a full ride through the German Academic Exchange Service’s Development-Related Postgraduate Courses (EPOS) scholarship. TU Berlin caps enrollment at 30 students per intake, with the next cohort starting in October 2027.

Urban Management, M.Sc. Benefits

For DAAD EPOS scholarship holders:

• Tuition coverage: DAAD scholarship holders do not pay the program’s tuition fee. DAAD’s official program page confirms scholarship holders do not have to pay tuition fees, which otherwise cost €11,000 over three semesters DAAD
• Stipend: Monthly payment of €992 for graduate (master’s) scholars at DAAD
• Insurance: Payments toward health, accident, and personal liability insurance DAAD
• Travel allowance: A travel allowance, unless these expenses are already covered by the applicant’s home country or another funding source DAAD

For all students (DAAD-funded or self-funded):

• German language courses: TU Berlin offers German language courses throughout the first year of study, though the program itself is taught entirely in English

Eligibility Criteria

Academic background

• Bachelor’s degree or equivalent, preferably in geography, architecture, landscape architecture, urban planning, civil engineering, law, political and social science, business and administration, economics, or international development
• Degree equivalency: the bachelor’s degree must formally qualify the holder to enter a profession in their field

Work experience

• At least two years of practical experience in a field related to urban management

DAAD scholarship-specific conditions

• Degree completed with above-average grades, generally in the upper third of the graduating class
• Applicants who already hold a master’s degree must justify in writing why they need a further postgraduate degree
• The candidate’s last university degree should normally be no more than six years old
• Candidates who have lived in Germany for more than 15 months before the application deadline are not eligible

Language requirements

• TOEFL iBT: minimum score 79 (institution code 8804); paper-based 550; computer-based 213
• IELTS Academic: Grade 6
• Applicants from native English-speaking countries, or who studied in one, are exempt from the English test requirement
• Language of instruction: English throughout; German is not required for admission
