The Taiwan ICDF International Higher Education Scholarship Program (2026/27) is offered by the Taiwan International Cooperation and Development Fund (ICDF). This fully funded scholarship enables outstanding international students to pursue Bachelor’s, Master’s, or PhD studies at ICDF partner universities in Taiwan.

The ICDF scholarship aims to nurture talent from developing and partner countries, support their national development, and deepen international cooperation through education.

Scholarship Benefits

The ICDF Scholarship offers very generous support:

  • Tuition & Credit Fees: Fully covered by ICDF according to the partner university’s requirements.
  • Accommodation: Dormitory housing covered; scholars must live on campus.
  • Round-trip Airfare: Economy-class ticket to and from Taiwan is arranged.
  • Monthly Allowance: For living costs (NT$18,000 for Master’s, NT$20,000 for PhD)
  • Insurance: Medical and accident insurance for the full duration of study.
  • Textbooks: Allowance for book costs.

Eligibility Criteria

Applicants for the ICDF Scholarship must meet the following:

  1. Be a national of a Taiwan-ICDF partner country.
  2. Hold a Bachelor’s degree (for Master’s) or Master’s degree (for PhD) from a recognized institution.
  3. Meet the admission requirements of the selected Taiwanese partner university.
  4. Not hold another Taiwan government scholarship concurrently (e.g., MOE scholarship).
  5. Be willing to return to their home country after completing their studies, contributing to its development.

Required Documents

To apply, you should prepare:

  • A valid passport or national ID.
  • Academic diplomas and transcripts, translated into English or Chinese if necessary.
  • Proof of English proficiency, such as TOEFL or IELTS, if required by the host university.
  • A study plan or research proposal describing your goals, how the study will benefit your home country, and your future plans.
  • Two letters of recommendation from academic referees.
  • Any additional documents required by the university to which you apply.

Application Procedure

  1. Apply Online
    • Submit your application via the Taiwan ICDF Scholarship Online Application System between 1 December 2025 and 15 March 2026.
  2. Apply to a Partner University
    • At the same time, apply for admission to one of ICDF’s partner universities in Taiwan.
  3. Submit Hard-Copy Documents
    • After completing the online form, send required documents (passport copy, transcripts, study plan, etc.) to the Taiwan embassy or representative office in your country.
  4. Selection Process
    • ICDF and the university jointly review applications. Shortlisted candidates may be asked for further materials.
  5. Award Notification
    • Successful applicants will receive their award letter (typically by June or July).
  6. Prepare for Departure
    • Once accepted, scholars arrange their visa, housing, and travel to Taiwan through guidance from ICDF and the host university.
