DACAAR has announced a new employment opportunity for the position of Government Compliance Officer at its Kabul Main Office, with required field travel to regional offices. This is a full-time national position offered under the DACAAR Permanent Staff Salary Scale and is project-based until June 2026 (extendable).

The Government Compliance Officer plays a critical role in ensuring that all DACAAR projects fully comply with government regulations, donor requirements, and legal frameworks. The position serves as the primary liaison with government entities, especially for project registration with the Ministry of Economy (MoEc) and drafting, negotiating, and finalizing Memoranda of Understanding (MoUs) with relevant ministries.

Job Responsibilities

Core Responsibilities

  • Professionally represent DACAAR during project registration and MoU processes.

  • Lead and manage end-to-end project registration with the Ministry of Economy (MoEc).

  • Address inquiries or concerns raised by government officials.

  • Draft, review, revise, and negotiate MoUs with relevant sectoral ministries.

  • Ensure all MoUs comply with applicable government rules, policies, and legal frameworks.

  • Review project proposals, log frames, and budgets to ensure accurate alignment in MoU drafts.

  • Maintain organized records of all active, expired, and archived MoUs and project registration documents.

  • Follow up and maintain communication with MoEc and sectoral ministries.

  • Provide MoU progress updates to donors when required.

Compliance Monitoring & Reporting

  • Act as the organization’s focal point on government compliance.

  • Prepare and submit all mandatory project reports to MoEc and relevant ministries.

  • Compile financial semi-annual reports for government submission.

  • Monitor changes in government regulations and share updates internally.

Internal Coordination

  • Collaborate closely with the Finance Department for compliance-ready financial documents.

  • Work with program teams to ensure accurate reflection of activities in MoUs and One Budget Form.

  • Coordinate with the Technical Unit to gather required technical documentation.

  • Adhere to the organization’s security protocols.

Relationship Management

  • Maintain productive relationships with government officials.

  • Represent DACAAR in government meetings.

  • Perform other tasks assigned by the supervisor.

Eligibility Criteria

Education Requirements

  • Bachelor’s degree in:

    • Law

    • Public Administration

    • Business Administration

    • International Relations

    • Finance

    • Or related fields

  • Master’s degree is preferred.

Experience Requirements

  • Minimum 5 years of proven experience in:

    • Compliance

    • Legal affairs

    • External relations

    • Drafting and negotiating MoUs with government entities

Additional Qualifications

  • Strong legal drafting and analytical skills.

  • Ability to interpret financial reports for compliance.

  • Proficiency in MS Office (Word, Excel, PowerPoint).

  • Strong verbal and written communication skills in English, Pashto, and Dari.

  • Excellent problem-solving and analytical capacity.

  • Strong organizational and time-management abilities.

  • Ability to work independently and proactively.

  • Strong interpersonal and negotiation skills.
