DACAAR is inviting qualified Afghan professionals to apply for the position of Deputy Manager – Operations based in Kabul with frequent travel to field offices. This full-time role is designed for experienced engineering and WASH professionals who can support high-quality implementation of field projects across multiple regions.
The Deputy Manager – Operations will work directly under the Operations Manager and will coordinate project execution, ensure compliance with organizational standards, oversee regional and field office performance, and support technical, logistical, financial, and HR processes for effective project delivery.

Job Responsibilities
Operational & Project Oversight
-
Supervise and monitor field and regional offices in Central, East, and South regions.

Ensure project implementation aligns with approved LFA, DACAAR methodologies, and donor requirements.

Coordinate oversight for CRLP, WASH, SSED, NRM, and Women’s Empowerment projects.

Collect data with regional staff for proposal development and reporting.

Conduct regular meetings with Project Managers to ensure technical support is provided on time.

Ensure timely procurement and delivery of materials to project sites.

Provide inputs for project budgeting and financial planning.
Field Coordination & Support
-
Orient field teams on new projects and prepare Yearly Project Outlook (YPO).

Support fundraising and communications teams with proposal writing.

Attend coordination meetings with government, partners, and stakeholders.

Ensure security procedures and guidelines are implemented in field offices.

Review and approve monthly stock reports and attendance sheets.

Prepare and conduct field assessments, surveys, project projections, and monitoring visits.

Provide coaching, feedback, and training support to regional and field staff.
Reporting & Compliance

Ensure progress reports (monthly, quarterly, semiannual, annual) match field achievements.

Assist Grants & Monitoring teams in preparing donor and government reports.

Ensure procurement aligns with project proposals and budget availability.

Adhere strictly to DACAAR’s security protocols and safety instructions.
Representation & Leadership
-
Represent the Operations Sub-Department in internal and external forums.

Ensure project staffing aligns with budget and proposal requirements.

Coordinate with MRRD and local authorities at the regional level.
-
Perform additional tasks assigned by the Operations Manager, Deputy Director, or Head of Programme.
Eligibility Criteria
Education
-
Bachelor’s degree in Civil Engineering, Environmental Engineering, or Water Resource Management (required).

Master’s degree in Project Management, Environmental Sciences, or related fields, and PMP certification (preferred).
Experience
-
At least 7 years of progressive experience in WASH-related projects.
-
Experience with INGOs, UN agencies, or humanitarian organizations preferred.
Skills & Competencies
-
Strong knowledge of WASH project planning, design, and implementation.

Familiarity with environmental sustainability measures and hygiene promotion.

Strong leadership, supervision, and team coordination skills.
-
Experience in procurement, logistics, and supply chain management.

Ability to prepare technical and narrative reports for donors.

Proficiency in budget management, monitoring, and evaluation.

Strong communication, negotiation, and problem-solving skills.

High adaptability in challenging environments.
-
Fluency in English, Pashto, and Dari.
